Extracts from Police Complaints Authority (6 March 2000)

"the investigation has also established that one or more TAU officers used excessive and unjustified force on members of the public when clearing the pub causing them injury. Complaints of three separate assaults have therefore been substantiated, including an allegation that injury was caused to the head of a complainant by an officer striking him with a baton. Regrettably, and despite thorough investigation, the officer or officers responsible for these unlawful actions have not been identified. "

It has been difficult, and in some cases impossible, for those investigating the complaints to find supporting evidence for the allegations made.

Police Officers Who Attacked Magpies And Blades Fans Escape Charges

A group of football fans will receive up to �15,000 each after being attacked by riot police following an FA Cup semi-final.

Greater Manchester Police agreed to compensate the Newcastle United and Sheffield United supporters after their complaints were upheld by the Police Complaints Authority.

But none of the police officers involved has been identified and will not face disciplinary charges or criminal charges.

The incident happened following the match in 1998 which was played at Old Trafford, home of Manchester United.

Fans said they were enjoying a pint inside the Wetherspoon's pub near Piccadilly railway station when officers lashed out.

It is understood that they will receive between �10,000 and �15,000 each with the total compensation figure said to be around �100,000.

Greater Manchester Police said in a statement issued today:

"Greater Manchester Police sincerely regret that those responsible for this incident have not been identified. We do not tolerate the type of despicable behaviour in evidence on this occasion, and had those responsible been identified, it is without doubt that they would have faced both criminal and disciplinary proceedings.

"It should be stressed that the investigation into this matter was absolutely rigorous and comprehensive and was supervised by the independent Police Complaints Authority who fully accepted GMP's findings that the assaults were unlawful.

"Every officer involved in this incident was seen personally by the Assistant Chief Constable in charge of Complaints and advised in the strongest possible terms. As a result of this case all officers in the Tactical Aid Unit now have their identification numbers clearly displayed on their protective head wear to ensure they can be easily identified.

"This force has been tireless in its effort to improve professional standards and the service it delivers to the public. Incidents such as this are unacceptable.

"Compensation is being paid to a number of persons involved in the incident however it would be wholly inappropriate to release any further details in respect of this."
